Resumo:
The study of organizations in a context of social responsibility and ethical is an important topic today. Equally relevant is how state organizations approach the topic, given its importance to the development of society and the country as a whole. This work presents the results of an internal analysis of strategic fit of the Federal Police Department (FPD) by means of a simple case study method, in accordance with the methodology of Yin (1987). This organization was chosen due to its importance in the political issues of public security developed by the government; issues of great influence in the socio- economic development of Brazil. For the theoretical references in this work, a vast revision of literature in national and international periodicals was conducted, as well as of master´s dissertations and doctoral theses, in a search for topics related to social responsibility and ethical, management based on performance, strategic planning, and adequacy of strategies and alliances. The strategic analysis was done using the analytical tools developed by Macedo-Soares (2000; 2001), adapting it to the organization in question with the revision of the literature. This analysis considered information obtained through research of documents as well as surveys through questionnaires and interviews of members of the FPD. The results of the research suggest that the FPD is an organization with satisfactory strategic fit. The FPD shows good operational results, as well as a constant preoccupation with social responsibility and ethical in its function as a police force. An important point is the fact that the members of the FPD are its strength; its weaknesses and threats are, in their majority, a result of the subordination of the FPD to the federal government. Good opportunities can be observed in the construction of the Department`s image in society, in search for more autonomy and enlargement of alliances, according to the organ members. There are also many potential strengths, dependent only on rather plausible initiatives. The research concludes that the organizational culture, the orientation towards participative management and the relationship with society are factors that the organization should improve.
