The Baixada Fluminense s region, how space of metropolitan dinamic in Rio de Janeiro state, developed from the integration with the core carioca, becoming an agricultural belt recôncavo Guanabara for the profile of the urban periphery RMRJ. Apart from a study that only deprives the analysis of socio-spatial disparities in development in the state intrametropolitan scale, this dissertation seeks to understand the dimensions of the periphery of the state of Rio de Janeiro region from dimensions related to development of baixadense space (1. Origin housing and quality of services, 2.socio-occupational profile and 3.citizenship and political culture in RJRM). About a third dimension related to civil practice, we try to exploit it in order to understand the configuration of power in the Baixada Fluminense. In spatial and temporal contexts that are established timeframes, from the colonial model of tenure and slave labor, the rise of political leaders and families that reproduce the asymmetric logical access to power, strengthening the enforcement apparatus of the military dictatorship and on the current conjutura Brazilian federal arrangement. Thus, the object of study of this thesis is the nature of power in the Baixada Fluminense and transformations facing the consolidation of federalism in municipal clipping Nilópolis/RJ. In the context of the military regime, the family power is consolidated in the political space Nilópolis. Does the policy period and reopening of the federalist model institution in Brazil to identify changes in the logic of the power of the family, from public policies to improve access to citizenship as the educational system.
