This dissertation brings up to attention a relative new worldwide concept that has been discussed since the middles of 1997 at the United Kingdom: the Creative Economy, the scientific field that deals with creative activities and individual talents. From this concept, that reveals to be an alternative for the economic and social developments of the State of Rio de Janeiro, the State governor through its Secretariat of Culture established the Creative Economy coordination in the second semester of 2009, which shall be responsible for the realizations of some actions and projects in this field. The objective of this dissertation is primarily to define and to give the general panoramic view of this new concept of Creative Economy in Brazil and abroad, and to describe theoretically project management, in order to introduce the case study which is the inaugural project in this area – the implantation of the business incubators Rio Criativo – and the projects management methodology proposed by Project Management Institute (PMI) – one of the major organizations of professionals in projects management in the word. Based on theoretical references, the business incubators project will be described since its creation, identifying how the techniques of PMI projects management have been applied, answering the mainly question of this dissertation: how to management a project in the Creative Economy ambit.
