Resumo:
This is a work of international relations that intends to study changes in the profile of Brazils integration to the international economy, through a path that reinforces the influence of certain ideas in the constitution of political institutions. This research takes into account a crucial domestic and international moment with high levels of uncertainty, with the intention to better understand a process of transformation in Brazils foreign economic policy. In this sense, this work tries to show that notions of a world in transformation and of a domestic crisis without precedent levels opened the way for positions in favor of a complete reform of the state, while the perception of a continuous crisis in the foreign sector of the Brazilian economy did point out strongly to the necessity of a new profile for Brazils international economic relations. Also, this research wants to suggest that political-ideological targets were built dependent on the interpretation of the crisis, and they were mainly: the idea of a traditional Brazilian isolation in its relation to the international economy; the models of economic management by the state; and the proper state itself, or how it relates with the market, the world and the Brazilian society. Finally, this work intents to suggest that Brazil’s new configuration towards international economy after 1989 was a political product of some ideas concerning more openness to global markets and the reform of the state itself.
