[pt] Este é um estudo de relações internacionais que pretende analisar a mudança no perfil de inserção do Brasil no ambiente econômico internacional a partir de 1989, com um viés analítico focado na influência de certas idéias como constituidoras da ação política. A pesquisa se debruça sobre um momento interno e externo crucial de elevada incerteza com o intuito de buscar um entendimento maior sobre um processo específico de transformação da política econômica externa do país. A intenção foi a de se aproximar de um conjunto-pensamento propagado pela mídia impressa no contexto, onde estão sendo disseminadas idéias acerca de um novo perfil de inserção econômica internacional do Brasil. Nesse sentido, procurou-se mostrar como noções de um mundo em transformação, de uma crise interna sem precedentes e de uma grave crise no setor externo da economia brasileira, bem como certos alvos políticos-ideológicos construídos em torno de um certo isolamento tradicional do país em relação à economia mundial, dos modelos tradicionais de gerenciamento econômico comandados pelo Estado e da própria configuração do Estado e de sua relação com o mercado e a sociedade, tudo isso somado a idéias-propostas caracterizadas por expectativas específicas de abertura e reforma do Estado abriram caminho para posições em prol de uma reforma completa do Estado, enquanto apontaram de uma maneira muito forte para a necessidade de um novo perfil de inserção econômica internacional do país.

[en] This is a work of international relations that intends to study changes in the profile of Brazils integration to the international economy, through a path that reinforces the influence of certain ideas in the constitution of political institutions. This research takes into account a crucial domestic and international moment with high levels of uncertainty, with the intention to better understand a process of transformation in Brazils foreign economic policy. In this sense, this work tries to show that notions of a world in transformation and of a domestic crisis without precedent levels opened the way for positions in favor of a complete reform of the state, while the perception of a continuous crisis in the foreign sector of the Brazilian economy did point out strongly to the necessity of a new profile for Brazils international economic relations. Also, this research wants to suggest that political-ideological targets were built dependent on the interpretation of the crisis, and they were mainly: the idea of a traditional Brazilian isolation in its relation to the international economy; the models of economic management by the state; and the proper state itself, or how it relates with the market, the world and the Brazilian society. Finally, this work intents to suggest that Brazil’s new configuration towards international economy after 1989 was a political product of some ideas concerning more openness to global markets and the reform of the state itself.
