One of the recent contributions of the Government to the socioeconomic increase was the establishment, within the scope of the federal public administration, of the minimum percentage of 30 percent of the resources destined to the acquisition of foodstuffs from Family Farming (FF). In the academic literature, many authors explore the effects of this initiative. This paper, in turn, aims to identify the impacts of incentives to FF on government purchases, promoting a case study in the acquisitions of the Brazilian Navy. To this end, a research was carried out with a qualitative and quantitative approach on the acquisition of food in terms of price, quality, delivery and process, bringing to light a brief comparison of the old modus operandi, via bidding and the new, through the Food Acquisition Program in the Institutional Purchase modality (FAP-IP). Based on the evidence, it is possible to verify, among others: increase in the quality of the products offered, good repercussion of the image of the purchasing agency and break of the hegemony of the old suppliers, promoting greater competitiveness and mitigation of risks of shortages. However, the price increase proved to be one of the biggest obstacles. In the end, practical aspects related to the refinement of the purchasing model via FAP-IP are emphasized in the analysis of the case. Finally, the study presents the public manager with a contribution to decision making from the perspective of the impacts of the FAP-IP on government purchases, in addition to promoting the expansion of knowledge about the program, forwarding through the progression of small farmers, economic development and the strengthening of family farming in the country.
