Resumo:
In the presence of a political economy that leans towards the prioritization of private market interests and the inefficience of the public sphere, Brasil s housing problem became even more proeminent. Socioespatial segregation became even more dictating of everyday life and, subsequentely, the exercise of citizenship became more dificult to practice making it so that the search for solutions and alternatives became imperative. On that premise, this article seeks to defend the protagonism of international urban movements that search for alternatives by analysing the development of the 4216-2021 Bill, the Self-governing Bill that creates the National Program for Self-governing.
