Resumo:
This study examines the historical and systemic neglect faced by Persons with Disabilities (PwD) in humanitarian crises, focusing on the context of the war in Ukraine. It begins with a global perspective on disability rights and analyzes the failures of humanitarian structures to provide inclusive responses. Through the Ukrainian case study, the research explores how disability intersects with other vulnerabilities in conflict settings, highlighting barriers such as inaccessibility to shelters, inadequate alert systems, and severe psychosocial impacts. The study offers recommendations for building more inclusive and equitable humanitarian responses.
