Resumo:
Norway, with its recent independence, built a national image throughout the 20th century associated with positive political elements, such as environmental leadership tied to sustainable development. In the 21st century, the country began facing challenges in aligning its environmental policy with its energy policy, especially after becoming one of the largest producers and exporters of oil. This research investigates how Norway articulates its foreign policy, known for its dual priorities: maintaining its environmental image and preserving its economic interests related to oil exploration. Using a foreign policy analysis approach and the concepts of Global Governance and the perspective of bureaucracies, it is argued that Norway practices greenwashing by using oil revenue, managed by its Sovereign Wealth Fund, to finance international cooperation projects, particularly environmental ones, which clean its image. At the same time, the country exercises ecological institutionalism, influencing global climate governance despite the contradictions in its policies. The case study of the Amazon Fund exemplifies this strategy, highlighting the role of bureaucratic actors such as NORAD, NICFI, and the Sovereign Wealth Fund.
