Resumo:
This study aims to report the role of women from Duque de Caxias/Rio de Janeiro, through the Municipal Council for Women s Rights, in proposing and implementing public gender policies, focusing on the drafting and legislative approval of the First Municipal Plan for Women s Policies (I PMPM), with an emphasis on creating a Female City. To this end, this work contextualizes the history of the feminist movement and the women s movement in Brazil, identifies its main leaders, highlights their role in the construction of public gender policies, and evidences their struggles and achievements in promoting gender equality over time. The study then presents concepts of the right to the city and addresses the relationship between gender and the city, revealing difficulties experienced by women in daily life and pointing out solutions adopted for gender perspective implementation in urban planning and city access. The research presents the municipality of Duque de Caxias and discusses local statistics on violence against women, showing the urgency of the debate on the subject to include a gender perspective in public policies that enable a life free from violence. The actions of women from Duque de Caxias, through the Municipal Forum for Women s Rights, enabled the drafting of the First Women s Policies Plan in the municipality, marking a significant moment in the fight for rights. The study methodology involved the use of bibliographic and documentary content, as well as four interviews conducted using the oral history technique, allowing a comprehensive investigation of the topic, providing a deep understanding of the issues surrounding the creation of the Municipal Council for Women s Rights/DC and the drafting of the I PMPM/DC. It concludes that the persistence and resilience of women for legislative approval, as well as the achievements from the Plan in the period 2015-2024, highlight that action is part of the essence of democratic city management and represents a utopian project of creating a city in the feminine.
