This dissertation aims to analyze the urban policies involving housing anda basic sanitation, carried out in the Area de Planejamento 5 of the city of Rio de Janeiro, between 2009 and 2016. Based on the premise that they represent a conflict between various forms of interests and reproduce the inequalities of our urban development in Rio de Janeiro, wich historically led to a city divided into áreas of formality, with acess to urban infrastructure and áreas of informality that have been neglected by the municipal government, notably, the slums. The case analyses the relationship between a sewage service concession, with two municipal public policies: the Bairro Maravilha Oeste and the Morar Carioca. Demonstrating how the government seems to assist the economic activity of the concessionaire in the service delegated exclusively to private initiative. This would represent the conciliation between economic and political interests, to the detriment of the public interest of universalization and urban regulation of Rio de Janeiro s favelas.
