Resumo:
This present work discusses the process of Urban Reform in the context of mega-events hosted in Rio de Janeiro – the 2014 FIFA World Cup and the 2016 Summer Olympics, within the scope of exception. The interventions made in the urban area aiming at the accomplishment of sports events neglects the desires and needs of the local population, especially the ones of the oppressed. The revitalization, the mobility works, building urban equipment for sports and leisure regiments the interests of capital through removals, demolitions and construction of routes made enabled by urban exception negotiations along with the help from security and housing assistance programs that complement each other, at municipal, state and federal extent. The legacy from the World Cup and the Olympics Games advertising for the Party of Order and for the ideological network does not reach the situation of the oppressed, who built their own narrative of reform in their own memory circles. The gathering of multiple facets of oppression on lives as it takes so much away from them allows resistance. The organized networks of militancy are present in the insurgency that takes over the streets with great protests. The heritage from oppressions and struggles are found in the making of temporality that extrapolates the straightness in the history of progress. Through a Benjaminian methodology this investigation compares the construction of narratives of Reformers and oppressed in order to comprehend and criticize specific structures of urban exception in the city of Rio de Janeiro in the 21 st century.
