Resumo:
As from the 1960s, state owned companies were created in Brazil specifically to perform data-processing functions - currently included in the sphere of information and communication technology (ICT) - at the three levels of government: federal, state and municipal. The aim was to create companies that would be more agile in administrative terms than traditional ministerial bodies. Besides having their administrative flexibility significantly reduced by the 1988 Constitution, these companies currently operate in a more competitive environment. Legal constraints due indeed constitute significant barriers to entry for private-sector ICT companies, but they are not forbidden to provide services directly to the government. In this context public ICT companies face three main challenges: first of all there is a constant need to undertake innovation, not only due to their clients’ business needs, but also on account of the changes brought about by new technologies. Secondly, they must renew and complement their competencies and engaging strategic alliances constitutes an important way of achieving this goal. Finally, they face the challenge of seeking a strategic alignment with their clients, given the competitive pressure exercised by the sector’s private companies and the difficulties generated by the administrative inflexibility imposed by Brazil’s legislation. Their managers therefore have to understand the complex nature of this environment and have access to tools to establish and manage strategies that increase their chances of success. Thus, the aim of this research is to propose an analytical framework for supporting public ICT companies’ strategic analysis, taking into account the need for a relational approach and an environment that encourages public entrepreneurship. The proposed analytical framework is a variation on Macedo-Soares’ (2002) SNA model, incorporating constructs and variables related to public ICT companies and public entrepreneurialism. The research strategy was based on a multiple casestudy of four companies: IPLANRIO (of the Municipality of Rio de Janeiro), PRODERJ (of the State of Rio de Janeiro), PRODESP (of the State of São Paulo) and SERPRO (of the Federal Government). The methodology used included a documental study, a survey of managers from various organizational levels and indepth interviews with strategic managers. The results evidenced that the application of the proposed analytical framework contributed to the identification of adaptations to the strategies of the companies researched that would enable them to improve their strategic fit in terms of their competitive environment and organizational characteristics.
