[pt] A tese investiga a organização política do teatro de rua no Brasil contemporâneo, tomando como foco a trajetória da Rede Brasileira de Teatro de Rua (RBTR), articulação nacional criada em 2007 que reúne artistas e grupos de diversas regiões do país. A partir deste caso, realiza-se um investimento empírico analítico nas lutas sociais e formas de associativismo civil em rede oriundas do campo artístico e cultural no Brasil, tendo como vetor a legitimidade do teatro de rua como prática cidadã. Analiticamente, a pesquisa se desenvolve na interface entre os estudos sobre movimentos sociais e políticas culturais, situando a RBTR como uma rede de movimentos sociais que articula múltiplos atores, repertórios de ação e estratégias políticas, construindo um projeto político-cultural próprio a partir de um fazer artístico específico. A análise baseia-se em um corpus composto por documentos públicos da RBTR e entrevistas em profundidade realizadas com articuladores do movimento. Os resultados mostram que a RBTR atua simultaneamente como sujeito demandante e agente executor de políticas culturais, produzindo formas próprias de ação política, organização em rede e intervenção simbólica. A partir desse material e da abordagem analítica adotada, a tese evidencia como a RBTR inventa formas de fazer política cultural desde a sociedade civil, ativando a arte pública como categoria política e como prática transformadora das relações entre arte, Estado e espaço urbano.

[en] This thesis investigates the political organization of street theater in contemporary Brazil, focusing on the trajectory of the Brazilian Street Theater Network (RBTR), a national articulation created in 2007 that brings together artists and groups from various regions of the country. Based on this case, an empirical analytical investigation is carried out into the social struggles and forms of civil associativism in networks originating from the artistic and cultural field in Brazil, with the legitimacy of street theater as a civic practice serving as its vector. Analytically, the research develops at the interface between studies on social movements and cultural policies, positioning the RBTR as a network of social movements that articulates multiple actors, action repertoires, and political strategies, constructing its own political-cultural project from a specific artistic practice. The analysis is based on a corpus composed of public RBTR documents and in-depth interviews conducted with movement articulators. The results show that the RBTR acts simultaneously as a demanding subject and an implementing agent of cultural policies, producing its own forms of political action, network organization, and symbolic intervention. From this material and the analytical approach adopted, the thesis demonstrates how the RBTR invents ways of making cultural policy from civil society, activating public art as a political category and as a transformative practice of the relations between art, the State, and urban space.
