[pt] Este Trabalho de Conclusão de Curso (TCC) constitui-se como um estudo de caso e investiga a criação e o desenvolvimento de um projeto autoral de NFTs intitulado 23incities, a partir de uma perspectiva prática e analítica. Inserido no contexto das tecnologias blockchain e dos ativos digitais, o estudo busca demonstrar como um projeto independente pode ser idealizado, estruturado e lançado dentro de um novo ecossistema digital, cada vez mais globalizado. Seu objetivo principal é relatar e refletir sobre as etapas técnicas, criativas e estratégicas envolvidas na concepção do 23incities, que transforma fotografias urbanas espontâneas em tokens não fungíveis e, nessa configuração, também em produto cultural. O trabalho dialoga com o campo das Relações Internacionais ao tratar da circulação global de ativos digitais e das conexões culturais promovidas por tecnologias emergentes. Com isso, busca contribuir tanto com o debate acadêmico sobre NFTs e suas conexões com as Relações Internacionais quanto visa abrir novas perspectivas para os interessados em iniciar projetos criativos neste universo, passíveis de serem analisados sob a perspectiva das Relações Internacionais.

[en] This Undergraduate Thesis (TCC) is structured as a case study and investigates the creation and development of an original NFT project entitled 23incities, from a practical and analytical perspective. Framed within the context of blockchain technologies and digital assets, the study aims to demonstrate how an independent project can be conceived, structured, and launched within a new and increasingly globalized digital ecosystem. Its main objective is to report and reflect on the technical, creative, and strategic stages involved in the conception of 23incities, which transforms spontaneous urban photographs into non-fungible tokens and, in this configuration, into cultural products. The work engages with the field of International Relations by addressing the global circulation of digital assets and the cultural connections fostered by emerging technologies. Thus, it seeks to contribute both to the academic debate on NFTs and their connections to International Relations, and to offer new perspectives for those interested in launching creative projects within this universe, which can be analyzed through the lens of International Relations.
