[pt] O trabalho analisou o impacto do planejamento urbano no nível de sustentabilidade de bairros a partir da estipulação de critérios de sustentabilidade urbana que devem ser incorporados ao processo de planejamento. Utilizou-se o Bairro de Botafogo, no Rio de Janeiro, como exemplo para diagnóstico, aplicação dos critérios de sustentabilidade estipulados e proposição de mudanças. Para a estipulação dos critérios de sustentabilidade urbana, foram analisados os trabalhos de diversos teóricos urbanos reconhecidos, modelos e conceitos contemporâneos, recomendações de autoridades internacionais de referência na área de mudanças climáticas e certificações de sustentabilidade internacionais. Foi realizada uma análise comparativa e foram identificados temas-chave que devem ser abordados para que então fosse feita uma adaptação de critérios da certificação LEED for Communities para o contexto do Rio de Janeiro. Para a elaboração de propostas para Botafogo, além da aplicação de critérios, no processo de diagnóstico foi feita uma pesquisa com moradores e frequentadores para identificar os principais desafios e potencialidades do bairro.

[en] The level of urbanization in cities around the world has increased in recentyears and is set to rise further by 2050 (ONU HABITAT, 2022). This effect in itselfcontributes to intensifying the consequences and occurrence of extreme weatherevents such as rising sea levels, periods of drought, storms, among others (IPCC,2023). Considering a scenario in which there is disorganized growth in cities, thereare other negative consequences that can be cited, including increased water and airpollution (JATOBÁ, 2011), soil sealing that leads to drainage problems (SANTOS;RUFINO; BARROS FILHO, 2017), among others.It is therefore important that measures are studied and implemented toreduce the impact of cities on the environment and, at the same time, increase thequality of life in cities (TORRES et al., 2018). In this context, the concept ofsustainable development arose, which was coined in the Brundtland report as theability to meet the needs of the present without compromising the ability of futuregenerations to meet their needs (BRUNDTLAND, 1987). The concept waspopularized after the Rio92 conference, when discussions on the subject also beganin the field of urbanism, culminating in the creation of city networks, proposals foreco-neighborhood projects, among other initiatives (EMELIANOFF, 2018).However, even though there are various studies and initiatives aimed atincreasing urban sustainability, there is no consensus on which measures should beadopted (WAGNER, 2023). This is also due to the fact that universalizingsustainability criteria is problematic because each city has its own characteristics(BOYLE; MICHELL; VIRULY, 2018). It should be noted that the mainsustainability certifications currently in use are adapted to the context of northglobal countries and are adapted to the local context. On the other hand, there is agrowing urbanization of Latin American cities (ONU HABITAT, 2022), whichrequires sustainable urban planning to support them, especially in coastal cities,which tend to be more affected by climate change (IPCC, 2023). In this way, this study set out to analyze the impact of urban planning on thelevel of sustainability of Rio de Janeiro neighborhoods by stipulating sustainabilitycriteria adapted to the city of Rio de Janeiro in relation to its urban planning. TheBotafogo neighborhood in Rio de Janeiro is used as an example for diagnosis,application of the stipulated sustainability criteria and proposed changes, since thisis an old neighborhood that had a lot of real estate launches in the last 5 years andhas many single-story buildings that may be replaced by large buildings in the future.In order to stipulate the criteria for urban sustainability, the works of variousrenowned urban theorists, contemporary models and concepts, recommendationsfrom leading international authorities in the field of climate change andinternational sustainability certifications, were analyzed. A comparative analysis ofthe work of the references cited was carried out and key themes that should beaddressed in the process of sustainable urban planning were identified so that anadaptation of the LEED for Communities certification criteria could be made forthe Rio de Janeiro context. Table 1 presents the main recommendations of thereferences analyzed.
