[pt] Este policy brief visa oferecer recomendações para melhorar as condições de habitabilidade de pessoas LGBTQIA+ em Santa Cruz e Campo Grande, promovendo inclusão e representatividade nos processos decisórios. Alinhadas com os Objetivos de Desenvolvimento Sustentável (ODS) 5, 10, 11, 16 e 17, as recomendações incluem: intercâmbio entre agentes de segurança pública do Rio de Janeiro e Santiago do Chile, programas habitacionais integrados com saúde mental para LGBTQIA+ em vulnerabilidade, uma pesquisa municipal sobre as condições de vida dessa população e o desenvolvimento de um selo de diversidade para mapear estabelecimentos inclusivos. A introdução destaca a desigualdade e exclusão enfrentada pela população LGBTQIA+ nas periferias cariocas, enquanto o desenvolvimento apresenta exemplos internacionais, como Santiago, que podem servir de inspiração. A consideração das implicações políticas ressalta que a falta de políticas públicas eficazes tem agravado a marginalização dessa população. A conclusão enfatiza a importância da implementação das recomendações para garantir maior habitabilidade e qualidade de vida, contribuindo para o cumprimento dos ODS e uma governança mais justa e igualitária em nível glocal. As ações tiveram como base no projeto "Manual do Início do Mundo" (MIM), que coletou dados sobre a percepção de violência em Santa Cruz e Pavuna, com foco na habitabilidade e promoção dos direitos humanos, seguindo os Princípios de Yogyakarta.

[en] This policy brief aims to provide recommendations to improve the living conditions of LGBTQIA+ individuals in Santa Cruz and Campo Grande, promoting inclusion and representation in decision-making processes. Aligned with Sustainable Development Goals (SDGs) 5, 10, 11, 16, and 17, the recommendations include: an exchange program between public security agents from Rio de Janeiro and Santiago, Chile; housing programs integrated with mental health services for vulnerable LGBTQIA+ individuals; a municipal survey on the living conditions of this population; and the development of a diversity seal to map inclusive establishments. The introduction highlights the inequality and exclusion faced by the LGBTQIA+ population in Rio s outskirts, while the development section presents international examples, such as Santiago, that can serve as inspiration. The discussion of political implications underscores how the lack of effective public policies has exacerbated the marginalization of this group. The conclusion stresses the importance of implementing these recommendations to ensure better living conditions and quality of life, contributing to achieving the SDGs and fostering more just and equitable governance at the glocal level. These actions were informed by the "Manual do Início do Mundo" (MIM) project, which gathered data on the perception of violence in Santa Cruz and Pavuna, focusing on habitability and the promotion of human rights in line with the Yogyakarta Principles.
