[pt] O estudo tem como objetivo investigar as dinâmicas de rotatividade docente na Rede Municipal de Ensino do Rio de Janeiro. Parte-se do pressuposto de que haja padrões não aleatórios de distribuição de professores entre escolas, considerando como hipótese central a existência de possíveis convergências entre perfis de professores e alunos, principalmente no que diz respeito a indicadores de qualificação dos primeiros e ao nível socioeconômico e desempenho escolar dos últimos. Desta forma, professores com características mais favoráveis estariam mais propensos a lecionar em escolas com alunos de nível socioeconômico mais alto e melhor desempenho escolar. Em relação à revisão de literatura, são abordados estudos que investigam os processos de mobilidade de professores entre escolas, os quais visam identificar os principais fatores associados à decisão do professor por mudar de instituição de ensino; bem como estudos sobre a rotatividade docente nas unidades escolares, no que se refere ao fluxo de entrada e saída de professores e aos impactos que a existência de alta rotatividade pode acarretar para estas instituições. Com abordagem predominantemente quantitativa e longitudinal, o estudo abrange os docentes que ingressaram na rede de ensino entre 2002 e 2012. Investiga-se a relação entre as características destes e suas tendências de mobilidade entre escolas, e a relação entre a rotatividade docente nas instituições de ensino e as principais características de professores e alunos que a compõem. Durante as análises são utilizados os seguintes dados: legislação municipal sobre as transferências de professores entre escolas; dados de transferência de professores, fornecidos pela Secretaria Municipal de Educação (SME); informações do censo escolar sobre as características individuais dos docentes; dados da Prova Brasil referentes ao nível socioeconômico e desempenho escolar dos alunos. Dentre os resultados, verifica-se maior mobilidade docente entre profissionais mais experientes e que atuam no primeiro segmento de ensino. Quanto à rotatividade docente nas escolas, sugerem-se as seguintes tendências: convergência entre perfis menos favoráveis de professores e alunos em escolas que perderam maior quantitativo de professores e receberam maior número de docentes recém-concursados; características docentes e discentes mais favoráveis em escolas que receberam maior quantitativo de professores por meio de transferências de outras escolas.

[en] The objectives of this thesis focused on studying the teacher turnover dynamics in Rio de Janeiro public municipal schools. It begins of the assumption that there are patterns non-random of distribution of teachers between schools, especially regarding teaching qualification, socioeconomic status of students and school achievement. In this way, teachers with more favorable profile would be more prone to teach to students with more favorable characteristics too. In relation to theoretical review, stand out studies that investigate the process of mobility of the teacher between schools, in which aim to identify the main factors associated with teacher s decision to move to another school; Other researchs presents evidence about the potential impact of higher turnover on schools. With predominantly quantitative and longitudinal approach, the study covers teachers who entered the school system between 2002 and 2012. As a first approach to research, are listed the main features teachers and mobility trends among schools. The second approach is the relationship between teacher turnover in schools and the main characteristics of teachers and students that compose it. Therefore, we have as unit of analysis both teacher and school. In accordance with the above objectives, the study uses the following data: municipal legislation about the transfers of teacher between schools; administrative data on transfers of teachers between schools; information relating to the individual characteristics of teachers, from school census; Data regarding the socioeconomic status and the student s school achievement. Among the main results, with regard to teacher mobility between schools, there was a higher recurrence among more experienced professionals. About school turnover, is possible to suggest the following trends: convergence of profiles less favorable of teachers and students in schools that lost higher quantity of teachers and received the most number of novice teachers; more favorable characteristics of teachers and students in schools that received more number of teachers by transfer from another educational institutions.
