[pt] O presente estudo busca compreender a abordagem da gestão pública do município do Rio de Janeiro em relação ao crack,no período de maio de 2011 a dezembro de 2013. A hipótese geral é de que há representações do social, presentes em discursos de autoridades e textos de políticas públicas, que se mostram descoladas da garantia de acesso à cidadania na abordagem do problema. A metodologia empregada é análise documental, análise de discursos e levantamento bibliográfico. Em função das hipóteses de trabalho, o objetivo principal era problematizar os procedimentos de internações compulsória e involuntária adotados pela Prefeitura do Rio de Janeiro em relação aos usuários de crack em situação de rua. A principal conclusão da pesquisa é que as modalidades de enfrentamento do problema são ineficazes e atuam na contramão de uma sociedade solidária e, portanto, capaz de incluir todos os seus membros dentro dos marcos legais que contemplem os direitos humanos e o reconhecimento do coletivo isonomicamente.

[en] This study aims to understand the approach from the public management from the city of Rio de Janeiro about to the crack, in the period from May 2011 to December 2013. The general hypothesis is that there are representations from the social, present in discourses of authorities and texts about public policies, which are shown detached of the guarantee of the access to citizenship. The methodology used is documental analysis, discourse analysis and bibliographic survey. Because of the hypotheses presents on the research, the main goal was to discuss the procedures for compulsory and involuntary admissions adopted by the City of Rio de Janeiro towards crack users in street situations. The main conclusion of the research is that the ways for dealing with the problem are ineffective and act in the opposite direction of a caring society and therefore able to include all members within the legal frameworks that encompass human rights and the recognition of the collective in an equal way.
