[pt] A presente dissertação de mestrado, intitulada Fatores Críticos de Sucesso
para a melhoria da gestão das Instituições de Ensino de nível técnico, visa a
aproveitar a oportunidade ensejada pelo Projeto Prioridade-Rio, FAPERJ, além de
prosseguir no sentido de cobrir algumas das lacunas apontadas por Rocha-Pinto
(2002), sobretudo no que diz respeito à efetiva implantação da matriz de
competências no ensino profissionalizante, além de expandir a pesquisa sobre o
tema educação profissional. Diante disso, o objetivo principal deste projeto de
pesquisa foi identificar os fatores críticos de sucesso para a melhoria da gestão das
instituições de ensino de nível técnico no estado do Rio de Janeiro. Para a
elaboração da pesquisa, utilizaram-se métodos qualitativos de pesquisa,
envolvendo pesquisa de campo, documental, bibliográfica e o estudo de caso. A
coleta de dados foi realizada por meio de entrevistas diretas, perfazendo um total
de vinte e cinco pessoas que compõem a estrutura de gestão da FAETEC
(Fundação de Apoio à Escola Técnica), além de profissionais de três escolas
técnicas estaduais situadas em diferentes municípios do estado do Rio de Janeiro:
a Escola Técnica Henrique Lage, em Niterói; a Escola Técnica Ferreira Viana, no
Maracanã, no município do Rio de Janeiro; e a Escola Técnica João Luiz do
Nascimento, em Nova Iguaçu. A partir da análise das entrevistas e da discussão
dos resultados, identificou-se que os fatores críticos de sucesso para a melhoria da
gestão das instituições de nível técnico estariam enquadrados dentro de quatro
categorias de análise, a saber: Gestão Educacional, Infraestrutura e Recursos,
Sistema de Autoridade e Responsabilidade e Gestão de Parcerias.
Resumo
[en] This master s thesis entitled Critical success factors for improving the
management of educational institutions at the technical level aims to seize the
opportunity for the Project Prioridade-Rio, FAPERJ, and continues to cover some
of the shortcomings pointed out by Rocha-Pinto (2002), especially with regard to
effective implementation of the array of skills in vocational education, and
expands the research report on the issue of professional education. Thus, the main
goal of this research project was to identify the critical success factors for
improving the management of educational institutions at the technical level in the
state of Rio de Janeiro. For the development of the research were used qualitative
methods of research, involving field research, documentary, literature and case
study. Data collection was conducted through direct interviews, a total of twentyfive
people that compose the management structure of FAETEC (Foundation for
Support to Technical School) in addition to vocational-technical schools in three
different cities located in the state of Rio de Janeiro, which are: the Henrique Lage
Technical School in Niterói; the Technical School Ferreira Viana in Rio de
Janeiro; and Technical School João Luiz do Nascimento in Nova Iguacu. From
the analysis of interviews and from the discussion of results, it has identified that
the critical success factors for improving the management of institutions at the
technical level would be framed within four categories of analysis, namely:
Educational Project, Infrastructure and Resources, System Authority and
Responsibility and Partnerships.
