The river basin as a management unit ensures the inclusion of various elements: soil, relief, climate, vegetation and mankind contribute to the phenomena that occur along the space such as the occupation of the banks and the sources of rivers, and the implementation of mechanisms such as dams and reservoirs that can cause an impact on the flow capacity, the water quality and availability in the river basin; The adoption of the river basin as a territorial unit can contribute to an analysis of conflict management, because Brazil s cities are seen as strong units from an administrative and political perspective. Because of the problems caused for the river basin, it has become essential to assess the river basins according to their different scales, either at an interstate or intermunicipal level, as well as the understanding of the relationships between the many states and cities that compose the same territorial planning unit. The main goal of the present work is to identify and establish the correlations of the indicators that can contribute to the management of river basins from the view of regional planning of the cities, which goes beyond the boundaries of the cities in their conception.
