Each time more the technology is present in our lives. The influence of the Internet is undeniable, as well as its intrinsic avalanche of information and virtually limitless access to the world-wide information. However, why also not to facilitate the life of the carrying people of special necessities? The Accessibility in the Web, allows the access of the information for all, also people with deficiencies, come to facilitate, the life of aged, users of alternative navigators, assistive technology and mobile access. All carrying of deficiency has the right to the access of the information, to learn, to teach and to acquire knowledge in the same way that a not deficient person, either this information through computer or not. This Project aims at the access through web for the carriers of visual deficiency. The Project consists of a Tutorial On-Line Accessible - TOA. The Tutorial is read through a screen reader, having converted the text for speaks - having focus in the aid to the blind users. It also allows the increase of the size of the font for people with visual deficiency. The categories and tutorials are managed by an author who will be responsible for the update of these information. The project is focused exclusively in the improvement of the visual deficient knowledge, being able, and the posterior development of other research that glimpses other types of deficiency. The research in methodologies and sciences that they search to become the accessible technology must be stimulated and if to become constant subject in the scope of the P and D in this country.
