One of the problems more instigating when is investigate about historic of Rio de Janeiro is relationated problematic urban and deficiency housing. Including different historics contexts, we can see urban intervention and the planning, showing us the management model based in insertions on the City in a modernist context, disconsidering factors associated in environment in your place. So, this dissertation, have the objective analyze the directions of current housing policies, debating the default of occupation and verifying if the risk is integrated in conception and operationalization of these, in city of Rio de Janeiro. Thus, for contemplate this analysis, we use how methodology, official databases about the progress of housing programs and also an interview realized with a resident that recently experienced an accident associated about landslides. Although have been occurred relevant transformations in law that ensure prevention of accidents and also live in security place, the current policies show similarities of past programs referring, above all, the definition of priority locals for build projects Minha Casa, Minha Vida. Therefore, the definition of these sites, which obtains the lowest percentages related to the distribution of services such as sanitary sewage and garbage collection, reveal interests above the discourse of reduction of the housing deficit.
