The twenty-first century companies were taken to have a holistic view of the market in which they operate and, thus, taken to devise ways to align various results with their strategy. This growing interest and need in developing and adjusting processes and templates in order to optimize their operations and, consequently, to increase profits, contribute successfully to the introduction of programs, combining tangible and intangible benefits for organizations (Nogeste and Walker, 2005). A program is defined by PMI (Project Management Institute) as a group of related projects managed in a coordinated way to obtain benefits and control which are not available when they are managed individually. Thus, it consolidates several benefits to produce a result in line with the strategy of an organization. In this research a thorough analysis of the existing methods of performance evaluation that can measure the results of programs was done. A method combining various studied concepts was developed and exemplified in a real program entitled Digital TV for Rural Areas. The proposed method uses the concepts of program management, BSC - Balanced Scorecard and sustainability. The BSC, developed by Kaplan and Nortan in the 90s, does not restrict the evaluation of an organization to measures with traditional financial indicators, but complete with mission, goals and indicators relating to the prospects of customer satisfaction, internal processes, as well as the ability to innovate and prepare for the future. In order to update the developed method, this dissertation includes indicators of environmental and social sustainability as part of the BSC, answering the major question of this dissertation: how to evaluate the performance of a program through the analysis of their benefits with respect to the strategy proposed by the company?
