The participation of countries in military practices is a common reality in the international community. Depending on who takes part, another international agent may express some displeasure or support. However, such actions are generally accompanied by securitizing rhetoric regarding the need to protect the state and its citizens lives. However, upon closer inspection, it can be noted that countries have a variety of groups with different interests. Thus, it is those who have control over the legitimate means of the state that have the power to choose. And often, through discourses of national interest, measures that cause insecurity to parts of the population are adopted. A paradox is then created in which the State argues about the need to militarize certain aspects of civilian life with measures that pose threats to the population. This thesis then uses the scope of ontological security combined with the theory of practices to understand how measures to securitize the identity of the State create realities of insecurity for parts of the population. The militarized discourse on the need for protection is structured not only in material reality, but also in a normative reality of the international system in which such measures are understood as legitimate. Through these measures, states seek to protect not only their material reality, but also the identity they have built over the centuries. The reflections of this militarized discourse observed in this research are the military bases placed in Okinawa and Hawaii. While their presence is justified by the argument for the defense and maintenance of international security, these bases constitute a presence that has been causing insecurity in these regions for decades. Incidents of sexual violence, environmental degradation and intervention in the local economy are some examples to be explored to demonstrate how this militarized presence causes not only material insecurity, but also ontological insecurity, as the development of these regions becomes tied to the will of states.
