Based on the advance in technology and globalization, the market has increased its barriers to new and small companies, especially startups, making them seek other differentials related to intellectual capital for competitive advantages. For companies to survive and maximize their profit and efficiency, their department needs to be solid and structured. In this context, the present study aims to understand the motives why the
company XPTO still hasn t structured the human resource department, using data from interviews with employees, partners and leaders for a further analysis.
