Rio AI City is an ongoing initiative that seeks to position Rio de Janeiro as a global hub for sustainable artificial intelligence. Its objective is to integrate digital infrastructure, energy transition, innovation, urban development, and international cooperation. This policy brief evaluates the project through the lens of multisector governance and proposes recommendations to strengthen its implementation, reduce risks of exclusion, and address structural conditions that shape its potential impact. Three analytical axes are adopted: urban paradiplomacy, entrepreneurial governance, and digital infrastructure as critical infrastructure. Based on these frameworks, the brief examines opportunities and limitations related to the city’s global positioning, public–private coordination, sustainability, territorial dynamics, and technological sovereignty. It is important to note that Rio AI City is still in an early stage of implementation, and information about the project is being disclosed gradually by the institutions involved. Therefore, this analysis is based on the sources available to date, recognizing that project details and guidelines may evolve as the implementation progresses.
