Resumo:
This policy brief seeks to analyze the role of International Cooperation in strengthening Conditional Cash Transfer Programs (CCTPs) as a strategic instrument in addressing school dropout in Latin America and the Caribbean (LAC). By understanding school dropout as a reflection of the region s socioeconomic inequalities and institutional fragilities, the study explores how cooperation can enhance the potential of CCTPs, fostering more solid and inclusive educational pathways. The central objective is to provide recommendations across multiple levels national, international, and civil society, aimed at improving institutional designs, integrating public policies, and strengthening local capacities, with a view to sustainably reducing school dropout. The research adopts a qualitative and comparative approach, focusing on Brazil, Costa Rica, and Chile, countries that, despite their specificities, share structural challenges and relevant experiences in the field of CCTPs and education. The findings demonstrate that, although CCTPs have contributed to reducing school dropout in the region, their effectiveness remains conditioned by education quality, integration with social policies, and progress in addressing inequalities. International cooperation holds strategic potential to strengthen such policies through the dissemination of good practices, technical and financial support, promotion of regional networks, and construction of collaborative solutions. In this sense, this policy brief offers inputs for the formulation of more integrated and context-sensitive public policies, aiming to consolidate a more equitable and sustainable educational ecosystem in LAC.
