Resumo:
The main objective of this policy brief is to provide a diagnosis on the implementation of public policies for addressing climate change in the Legal Amazon, with a specific focus on the states of Pará, Amazonas and Maranhão. The aim is to provide recommendations on how to advance the development of these strategies, identifying gaps, necessary actions, and exploring cooperation opportunities with Amazon Cooperation Treaty Organization (ACTO) and other international organizations. The brief is based on the premise that, while the Amazon region hosts a vital ecosystem for global climate regulation, it is also among the most vulnerable to natural hazards and faces a range of socio-economic vulnerabilities, highlighting the urgency for state-level mitigation and adaptation policies. Beyond federal actions, states, as subnational actors, must contribute to the country s climate ambitions and are closer to local issues with greater capacity for coordination. The main recommendations align with Sustainable Development Goals (SDGs) 11, 13 and 15, and focus on the following points: i) develop climate adaptation plans; ii) create greenhouse gas inventories and ensure their constant updating to identify the main local emission sources and quantify them, setting reduction targets more aligned with the local context; iii) increase transparency in publishing the minutes of state climate change forums and planning meetings; promoting the restructuring of civil society participation forums and ensuring their coordination; iv) promote the training of local authorities; v) greater adherence to international networks.
