Resumo:
The terrorism changed all the configuration of the international system in the period post-09/11. We watched the hardening, in conceptual terms of systemic security, once terrorism use non conventional methods and do not respect the state s borders. Despite of the impact caused by the attack to WTC, terrorism is not a new phenomena, it is one of the factors which stimulated some of the current policies and strategies. The ETA case was crucial, in the sense of european integration, to the harmonization of strategies and also to the elaboration of common antiterrorist policies in a attempt to avoid the transnationalization of terror to the entire Europe.
