The research purpose lies on the attempt to evaluate the public sector private sector relationship in Brazil today. Then, on the attempt to offer the arguments to affirm the relevance of the civil society actors institutionalization to formalize their relationship with the State and, therefore, to make the attendance of their demands possible. The hypothesis intended to be verified defends that the State-private sector dialogue in
Brazil has been suffering huge transformations which have been even more intensified after the 1990 decade, following the regional integration process, as well as the economic and commercial liberalization. These processes, yet, would have contributed to the incorporation of the trade negotiations subjects by the discussions on Brazilian trade politics. The development of the government-civil society groups interlocution has
occurred especially due to the combination of three factors: a context of bigger economic and commercial openness; some consent from the government to the private sector participation on some discussions; and a growing mobilization and articulation of the interest groups, whose level of institutionalization contributes to a bigger formalization of the public sector private sector relationship.
