Resumo:
The purpose of this study is to analyse the effectiveness of the Convention on the Prevention and Punishment of the International Crime of Genocide in international politics. Giving that effectiveness is the production of the full effects of a norm as primarily idealized, the article intends to answer the following questions: Was the 1948 Convention effective in international practice? Why? Considering this, the hypothesis to be verified considers that, although the convention was an effective instrument to punish and investigate genocides a posteriori, it was uneffective to prevent and to interrupt such crimes during their occurrence. Therefore, the document was incapable of promoting peace, as outlined by the theoretical framework provided by John Mearsheimer s The False Promise of International Institutions.
