Resumo:
The purpose of this study is to identify the reason that Israel attacked Arab States in the Six Days War and the destruction of the Nuclear Reactor of Osirak in Iraq without any warning or war declaration. Furthermore check if those attacks are in consent with the International Law. Then we argue if the anarchy of international scenario which the States act make them search for it own security as a final goal maximizing his power. To reach this aim those States make preventive and preemptive strikes. We argue these attacks – preventives and preemptives – have a soft notion due to the subjectiveness of those concepts and considering that there is a States effort to label theirs actions accordantly theirs wills and use the international institutions to legitimate. Considering that Israel see itself forced to attack theirs opponents to maximize their power in a securitys pursuit and the international institutions are not able to control the States pursuit for power and promote peace hence they are created and composed by those States to maximize their power. Hence those institutions are not able to promote peace.
