This dissertation will analyze the relation between the dynamics of democratization and interdependence that are part of globalization and the transformations they cause on the order and governance, both domestic and international. In which way is globalization, as defined by Scholte, related to Mercosul process of regional integration and its most recent developments. How has globalization helped change the perception of companies and syndicates, making them search for more participation on the Brazilian government foreign politics decision? How has this one, for the same reasons, started to see the participation of those actors on the foreign politics decision process as legitimate and, sometimes, even desirable? This work will analyze the participation of these non-state actors in two specific institutions, with similar roles, but distinct power: the Brazilian National Congress and the Parliament of Mercosul. On the first case study, it will be examined the contribution of companies and syndicates to the discussions about the entrance of Venezuela in Mercosul, on the National Assembly. On the second one, an overview of how these actors are interacting with Mercosul s Parliament and the perspectives for their participation on this institution.
