|
Based on the discussion of agency in International Relations, this essay analyses the impacts of ministerial participation in the Brazilian foreign policy towards Mercosul. The case study of the Brazilian Ministry of Education demonstrates that different ministries are getting involved in the integration process, which reflects not only an expansion of Mercosul s agenda, but also a political strategy to strengthen the bloc.
