The main goals of this work are to examine the constructing process of identity in Rwanda emphasizing the influence that discriminatory practices have in the establishment of a sovereign interpretative centre, especially considering the gender-based practices, that is the use of rape as a weapon of war, and also, verify how the international influences operated in order to reproduce the logic of opposition, adopting ineffective measures that allowed the perpetuation of the conflict. The hypothesis to be analysed is that during the constructing process of Rwanda s identity, rape was used as a disciplinary device in attempt to assert the identity of the Self and the elimination of the Other by establishing a
hierarchy between Hutus and Tutsis. However, as we shall see below, this
hierarchy has no foundation and therefore is an outcome of speeches, which
aimed to establish the Other as a threat to the identity of the Self. The international influences - mainly from Germany and Belgium - have helped shaping the logic of exclusion of difference at the colonial era, acting pro-actively, while the measures adopted at the time of the genocide by the international community were soft, setting itself as the most inert of spectators. This inaction allowed the perpetuation/intensification of the conflict, as it was not adopted measures to prevent such outbreaks. Moreover, the difficulty in relation to the characterization or nomenclature given to violence in Rwanda - civil war or genocide - had practical implications and fueled the genocide.
