In 1994, approximately one million Rwandans were killed on the ongoing
massacre that took place in Rwanda. Since the rise of the RPF government
to power, efforts for national unity and reconciliation have been widely
promoted. Thus, the after-genocide Rwanda is considered today as an
example of reconciliation under the directions of a peaceful and democratic
government. Although the policies for memory disseminated by the State
are little discussed, they pose relevant questions about their effectiveness
for a real reconciliation between victims and its perpetrators. This thesis
intends to analyze the State policies related to the memory of the Rwandan
genocide in order to comprehend which are the consequences of these
policies on the reconciliation process of the Rwandan society. The analysis
argues that the ambiguous official policies adopted are more directed to
politics and ultimately undermine the reconciliation process, since it does
not deal effectively with the traumas faced by the entire population. These
memory policies only appease the situation, masking the deep problems of
the acceptance and overcoming the genocide. The research was done
considering the academic discussion of memory, acknowledgement and
reconciliation on the field of genocide studies and International Relations
applied to the Rwandan case of study.
