Resumo: | |||||||||||||
The main objective of the paper is to offer recommendations to mitigate the impacts of trade barriers imposed by Saudi Arabia on Brazilian chicken meat, aiming to ensure Brazil s leadership in the global Halal market and promote fair and transparent trade. Aligned with the principles of the World Trade Organization (WTO) and GATT, the main recommendations are the following: strengthen diplomatic dialogue with Saudi Arabia, trigger WTO mechanisms to challenge abusive measures, promote scientific transparency in sanitary and phytosanitary barriers, and diversify Halal markets. In the introduction, the paper contextualizes the global Halal market and highlights the barriers faced by the Brazilian poultry sector. In the development, the history of Brazil-Saudi Arabia trade relations, the economic and diplomatic impacts of the restrictions imposed, as well as the role of Article XX (a) of the GATT in justifying measures related to public morality are analyzed. In considering the main policy implications, the study addresses the need to balance respect for Islamic cultural norms with the principles of non discrimination and free trade, which are fundamental to preserving Brazil s strategic position. In conclusion, the work reinforces the urgency of coordinated actions that combine diplomatic strategies and multilateral mechanisms to mitigate economic losses, ensure fair trade practices and strengthen Brazil s leadership in the global Halal market.
