Resumo:
The COVID-19 pandemic is primarily considered a health crisis, but it has become clear that it has ramifications that extend to many aspects of the international order. International trade is especially hard hit; Global merchandise trade recorded its biggest one-period decline in the second quarter of 2020, down 14.3 percent compared to the previous period. This work demonstrates the functioning of sanitary and phytosanitary barriers when they are applied to Brazilian agricultural products. Such an approach is necessary due to the potential impact of these barriers on the amount of Brazilian exports and, consequently, on its domestic economy. The objective is to define what sanitary and phytosanitary barriers are, to present situations in which these barriers have affected the Brazilian economy and how the country s agricultural sector is preparing to succeed in its exports. This purpose was achieved from the bibliographic review based on Google Scholar and Scielo platforms and from the analysis of data collected on the website of the Ministry of Agriculture, Livestock and Supply (MAPA) of Brazil, UNCTAD and periodicals. The study presents preliminary analyzes carried out based on a project led by the United Nations Conference on Trade and Development (UNCTAD) with the objective of collecting and making available standardized data on NTMs, and presents a brief overview of the use of some non-tariff measures by Brazil, with emphasis on the pandemic period.
