This paper examines the semiconductor industry, particularly the relevant
industrial policies adopted by countries involved in the manufacturing process in
the post-COVID-19 pandemic context. Drawing upon academic sources,
journalistic articles, and specialized reports, it was found that the industry is highly
capital and research and development-intensive, leading to a division of labor
among firms for chip design and manufacturing processes. It was also observed that
these firms are spread across the globe, with Western European and North American
countries having an advantage in the design phase, while Southeast Asian countries
have an advantage in manufacturing. In addition to specialized process firms, there
is a range of companies that provide machinery and natural resources to support
them. The paper also presents the measures taken by countries hosting leading firms
in the sector to enhance resilience in response to the challenges posed by the
pandemic. In this context, a division between two once-complementary blocs for
the future of semiconductor manufacturing is observed, which may disrupt sectoral
progress and lead to a technologically divided world.
