This exploratory study aims to understand how Small Internet Service Providers grew and expanded in small towns and of low interest by large operators. The study was based on qualitative interviews with directors, managers and founders from both segments, and sought to understand the business model adopted by each company, analyzing and comparing the strategies behind it. The results showed how the different decision-making in the path of these providers brought us to the present moment, an extremely competitive, complex and fragmented market.
