Resumo:
The main objective of this work is the research and identification of the context in which the regulatory agencies, the National Electric Energy Agency - ANEEL, were instituted and what the intended purposes are. In addition, the autonomy attributed to the said autarchy was characterized with support in the legal basis that concerns it. The methodology consisted of a total analysis of the legal ordering of the country s regulatory agencies, especially the one related to energy, and the question of their effective autonomy. Based on this study, it was possible to determine the context necessary for the regulatory agencies to enjoy real autonomy, as well as to highlight the importance of this characteristic for national agencies.
