With the political announcement of the definitive conclusion of the
negotiations of the Agreement between Mercosur and the European Union on
December 6, 2024, the way is open for important reflections on the subject. This
work aims to develop an analysis of the instrument, the actors involved, as well as
the next steps for its entry into force. The first part will review the theoretical
approaches to regional integration, as well as a study of the formation process and
the institutional structure of the European Union and Mercosur, respectively. The
second part will be dedicated to the Partnership Agreement between the two
economic blocs. First, a chronology of the negotiations of the EU-Mercosur Union
Agreement will be organized. Then, the main normative provisions will be
examined, chapter by chapter, based on the texts already published. Finally, the
necessary steps for the ratification of the bi-regional agreement will be detailed,
with an emphasis on the internal procedures and the challenges to be faced by each
bloc.
