Resumo:
This investigation aims to analyze the political participation of women in the State of Rio de Janeiro, through a case study focused on the mandates of female leaders of the State Council for Women s Rights (CEDIM/RJ), during a time frame of 20 years, from 2002 to 2022. Analyzing the actions developed by the leaders within the CEDIM/RJ Council, which in fact contributed or not to promoting the female population to fully exercise their citizenship (the objective of the institution, according to its regulations). And the relationship between civil society, executive and legislative powers with regard to female participation and inclusion of agendas that represent women in the State of Rio de Janeiro. The Council researched, CEDIM/RJ, is of great importance, as is the political activity of its leaders, as it is made up of counselors representing civil society and also the State Government. The challenges in the personal and professional lives of these women as leaders are relevant to this study in order to understand what challenges female leaders face in political life as a whole. Furthermore, the 20-year time frame was the stage to understand how the debates surrounding female citizenship and the expansion of democracy in the State underwent changes. In the first mandates of the State Council for Women s Rights (CEDIM/RJ), the focus was on women s safety and combating domestic violence. Subsequently, the cultural aspect grew a lot, always focused on the inclusion of women in different spaces. Next, health and reflections on the right to legal abortion were included as important topics. In current documents, CEDIM/RJ added concern about citizenship for black women and rights for the lgbtqiapn+ population.
