Resumo:
This thesis analyzes the work of social workers in Public Social Assistance Policy in the Rollas and Antares favelas of Rio de Janeiro, West Zone, Brazil. The general objective of the study was to analyze how work is configured, seeking to identify the organization of work processes for this category of professionals. The research is a qualitative study carried out through documentary and bibliographic analysis, with semi-structured interviews for social workers in the management of PSB, Medium Complexity PSE, CAS, CRAS and CREAS of Rio de Janeiro SMAS. Favelas as a social and economic process of capitalism, the ways in which the State intervenes in the formation of unequal territories, the design of municipal management in relations with the class of social workers and reflections on some aspects of sociability in the favelas of Rollas and Antares constituted the central bases for reflections. The State and the militia groups make up a double regencyin terms of power and control, establishing rules for these territories. When approaching the topic of urban violence and its different expressions in Rio de Janeiro, it is clear that the phenomenon of armed conflicts materializes through disputes between different actors. From the analysis of unequal and combined development capitalism, the State and the formation of urban space in the city, professional work in violence scenarios is discussed. The study showed that the work of social workers is limited to a management model based on reissues of results agreements that are configured as a game of municipal management. Regarding the forms of interference in armed conflicts, workers respond to these episodes, through strategies that range from internal communications with management to interface with public health units that use a formal protocol. The research revealed also that in general, these professionals are distanced from participation in political organizations such as union and social movements, parties and entities representing the category such as CRESS and CFESS. Between the fear that imposes silence and the goals circumscribed in the triad of the organization of work processes, relationships and experiences with armed conflicts, there is an amalgamation between duties, professional skills and suffering. Rio s favelas, considered as a consequence of the uneven and combined development of capitalism, form hierarchical territories in cities, intrinsic to the inequality inherent to the capitalist mode of production. The expansion of power of the groups that control these territories and disputes between the State, raises questions about the professional work possible in the social relations of production in force in the daily life of favelas.
