Resumo:
The dissertation in question deals with the Water Conservation Program (PCA) of the Municipality of Casimiro de Abreu, located in the State of Rio de Janeiro (RJ). The program was regulated by Decree 298/2014 however, it was not implemented. However, the current municipal management indicates interest in its implementation. Thus, this dissertation has the general objective of contributing to the Conservador de Águas Program of Casimiro de Abreu, focusing on technical and financial management for longterm governance. For the development of the research, qualitative methodological instruments were applied, based on the theoretical survey and field activities, where semistructured interviews were carried out. The interviews were applied to managers of Payments for Environmental Services (PSA) and PCA programs, for example. The results contribute to the program, especially from three points of attention for conducting longterm governance, namely: (i) Inclusion of diversified actors in the constitution of institutional arrangements; (ii) Strengthening of governance anchored in legal instruments, from a legal source that regulates a fund of financial resources and; (iii) access to financial resources that ensure the continuity of payments, characterizing the maintenance of environmental services in the project s area of operation. It appears that for the management of PCA governance, the institutional arrangement of the program must be expanded and diversified. It is concluded that to ensure long-term financial subsidies, resources from the Tax on the Circulation of Goods and Services (ICMS) and the municipal water tariff are viable.
