Resumo:
The present thesis aimed to investigate the relationship between the pedagogical practices of fifth grade teachers in schools of the Municipal Education Network of Niterói and the external evaluation policies of the Niterói Education Evaluation System (SAEN) implemented in this municipality. It seeks, therefore, to analyze whether the evaluations, in addition to verifying the performance of students in each School Unit of the Network, also have the purpose of evaluating the pedagogical work done by teachers in the classroom. To perform this analysis we used the policy cycle proposed by Ball (2002; 2011; 2016), the research on external evaluation conducted by Fernandes (2003; 2015), Frangella, (2016) Marcondes (2009) the critical reflections on the use of the results of the evaluations conducted by Freitas (2013; 2016) and the relationship between the data from the evaluations and their use of these data conducted by Esteban (2001; 2005). Regarding the methodology, this is a qualitative research that uses semi-structured interviews with teachers and principals, aiming to problematize the relationship between the teachers work and the direct or indirect incidence of these evaluations on them. The interviews were conducted remotely, using the digital platforms Zoom, Meet, and WhatsApp. The data analysis was based on Bardin s content analysis proposal, organizing the themes into categories. From this analysis, it was possible to establish a relationship between the actions involving the evaluation policy of the SAEN and the actions that occur within schools before the effective application of this evaluation. The results indicate significant changes in the pedagogical, methodological, and curricular actions that took place before these evaluations. According to the results indicated by the research, there is a need for more investment by the FME in the development of educational policies that seek to meet the specific demands of the School Units of Niterói. The research also identified that the teachers signaled the need for the production of teaching materials of a pedagogical nature produced according to the reality of the students enrolled in this Network.
