This dissertation is characterized as a case study, with a descriptive nature and makes use of a set of employees interviews, that are interpreted by means of content analysis techniques applied to the organizational members` statements collected through field research. The results reveal that the individual`s identification and frustration processes with the government company are developed in parallel and given by core values of the company`s mission, its members` idealism, fellowship and self-accomplishment needs, in spite of a mess, disorientation and discouraging environment due to the routine organizational structure changes.
