Resumo:
This work has as its main interest to analyze the performance and the representations around the job done by UPPs Ombudsman. The research s jump start was to verify if the expectations could be confirmed or not about the ombudsman as a privileged channel between the police and the community in the slums with the Pacifying Police Units (Unidades de Polícia Pacificadora – UPPs). In an overall, it was tried to reach the understanding of which difficulties were found by the policeman involved with the UPPs Ombudsman, to implement a police of public security which appreciate ideas like participation and accountability – fundamental ideals for the police organizations in the modern democracies. It has been told that, despite of the expectation that the ombudsman should act in the external control field, the UPPs Ombudsman, due to a lot of structural characteristics and from the context of extreme weaponized violence in the carioca slums, it basically works as a service of reporting complaints of the organized crime.
