Resumo:
The State Park of Pedra Branca (PEPB) is a conservation unit (UC) of integral protection, created by state law in 1974. According to the National System of Conservation Units, this category aims at tourism, scientific research and environmental education. The permanent presence of people is prohibited and its inhabitants must be removed and indemnified. However, within the PEPB there are two communities recognized quilombolas, which allows them to receive title to collective land ownership. This situation creates conflicts between the conservation objectives of this CU. In addition to this, the fact that the presence of visitors implies the implementation of rules and practices of management, inspection and infrastructure for the reception of tourists. At this juncture, interviews were conducted with public managers, leaders of traditional communities and tourists with the objective to better understand: (1) how the articulation of local public management with the residents occurs; (2) how rules for the use of natural resources and occupation of space are defined and implemented; (3) what would be the main obstacles to the construction of a more participative management; And (4) the perception of residents and tourists regarding management. The results indicate that there has been a gradual shift in the positioning of public management of the PEPB vis-à-vis traditional communities, beginning with the construction of more shared and participatory strategies. It is noted, however, that such advances, although desired, are still not recognized and legitimized by all, especially by tourists.
